i was pking and i dced, tryed to log back on and it says, "client outdated, please obtain the newest client", i have the newest client. i didn't even do anything wrong. :s

you aren't banned (i think), just keep trying to logging in (close all web browsers). It has happened to me 2.

been trying the past hour, still nothing. i'm so confused why i'm banned. i even tried logging in on a different account and it still won't work. so i must be ip-ed? -.-

You were PKP farming, and that is a ban-able offence. If you wish to be un-banned, write a well thought, appeal.
